Bára is the founder of the KAROLAS Legal law firm. She comes from České Budějovice and graduated from the Faculty of Law of the Charles University in Prague, where in 2006 she received a M.A. degree and in 2007 the title of Law Doctor.

Bára has been an attorney at law since 2010.

Before founding the law firm KAROLAS Legal, Bára worked for more than 10 years at the largest Czech law firm Havel & Partners, where she specialised in providing legal services in the public sector, both for public administration bodies and private entities.

Bára regularly publishes in the field of public investment and lectures at professional seminars and conferences. At the same time, Bára is also a member of the Board of Appeal of the Office for the Protection of Competition for the area of supervision of the awarding of public contracts.

Bára also specialises in negotiation and out-of-court dispute resolution and is a registered mediator.

In the public sector Bára focuses mainly on:

preparation of partial legal statements;

preparation and negotiations of commercial contracts;

advising suppliers on the preparation of tenders, representation in procurement procedures and in concluding a contract with contracting authorities;

advising contracting authorities of both public and sector procurements and comprehensive organization of tendering and concession procedures, including PPP projects pursuant to the Public Procurement Act;

representing the concerned party in the review of administrative and judicial procedures;

advising on the Act on Free Access to Information;

advising on the Contract Register Actadvice on European subsidies, both in terms of preparation and control of the projects implemented, and in representing the beneficiaries before the audit authorities.
